Training Handbook, Presentations, Methodological Guide on Qualifications DevelopmentThe ACQF project and Guiné-Bissau have started cooperation towards development of the National Qualifications Framework. The 1st NQF workshop in Guiné-Bissau was successfully conducted on 5-6 July 2022, under the auspices of the Minister of Education, who officially opened the event and recalled the importance of the NQF to support the wider education and training reforms. This workshop counted on active participation of over 30 representatives of all key government agencies and departments, the Chamber of Commerce, EU Delegation, UNICEF and was co-organised by ACQF and the project RESET. The outputs of the workshop include the roadmap for NQF development and the essential inputs to draft the foundations of the NQF concept document. ACQF experts contribute to the ongoing national effort to reinforce the TVET system, supported by RESET, the European Union-supported project implemented by ENABEL. This partnership with a national reform programme, the national stakeholders and international cooperation partners proves the advantages of synergy and complementarity, and will ensure that the future NQF will be embedded in the wider education and training system. This baseline mapping report provides an overview of the national context and structure of the current education and training system, highlights the policy underpinnings of the future NQF and proposes a draft roadmap for development of the NQF.
This brief methodological guide is elaborated by ACQF experts as a contribution to the process of NQF development in Guiné-Bissau. The guide provides a practical orientation to stakeholders and practitioners interested in planning, design, approval and implementation of professional qualifications. The proposed approach is learning outcomes-based and builds on experiences from different countries in Africa and Europe, while stating that adaptation to specific national context is indispensable.
Este documento é uma versão final do conceito político e técnico do futuro QNQ da Guiné-Bissau, e alimenta-se do conjunto de resultados e recomendações desenvolvidas no workshop de Julho 2022 em Bissau, e discutidas de forma aprofundada no workshop de agosto 2023. A 1ª versão beneficiou de ampla discussão e convergência entre as partes interessadas. Estes workshops foram co-organizados pelo projecto ACQF-II (ETF) e pelo projeto RESET (ENABEL / EU).
The NQF Policy Document of Guiné-Bissau is a synthesis of the Conceptual and Technical Document elaborated in 2023 and validated by the NQF Technical Working Group. The Ministry of Education established (Decision Nº 66/2024) the Office (Gabinete) of the NQF Working Group with the mandate to implement the NQF Policy Document.
